Is weighted keys the same as touch sensitive?

No they aren’t. It’s sound vs feel. Touch sensitive means they respond to how much pressure you put on them ( how hard you hit the keys) by increasing the volume of the note making it sound more like a real piano. Weighted means there’s a resistance/ push back that makes it feel more like a real piano.

Do weighted keys matter?

Weighted keys on keyboards make them feel much more like a traditional piano, so the adjustment as you move between instruments is much more minimal and easier to make. Weighted keys make for more effective practicing, and can help you to develop appropriate finger strength and dexterity.
