During the 830s, the nation of Marley had become aware of the diminishing power of the seven Titans obtained during the Great Titan War. In order to meet the coming need for technological progress, the authorities of Marley turned their attention to Paradis Island and the plentiful fossil fuels it possessed.
Why did Marley not attack Paradis?
Only those with the Power of a Titan can make it to the wall. Even if Marley could get an entire army onto Paradis, it would be impossible to transport them near the first wall. Marley needed their military force primarily at home, to defend themselves from other nations as well as expand their empire.
