Can you make PDF viewable and not downloadable?

I want people to be able to only view it, not download or print it. Is this possible? You can prevent printing through the built-in Security settings of Acrobat (File-Properties-Security). It’s not possible to prevent downloading the file (when someone views the file it has to be downloaded to their computer anyway).
