Yes a bad PSU can and will damage new components. (and existing components).

What happens if your PSU is too weak?

If your power supply is too weak then it will not give enough power to your cpu , your pc might not turn on and also it can crash between your work . So give a decent psu which gives your cpu enough and good flow of current into the components.

Can a weak PSU damage components?

Yes absolutely! cheap units without built in over current/voltage/power protection, under voltage protection and short circuit protection will damage your mobo,ram,and other components.

Yes, an underpowered PSU will absolutely damage not just the motherboard, but everything else in your system, including CPU, RAM, graphics card, and anything else that the power supply is directly connected to, like storage drives.

Most power supply units and motherboards adjust their voltages to accommodate small power surges. But if it’s a big one, it can fry your motherboard and all the components connected to it.

Not true. The gpu has no way of knowing a PSU cannot deliver sufficient power. What happens is the gpu draws the power/current it needs, if the psu cannot provide that amount of power you either get voltage fluctuations or complete psu failure. Voltage fluctuations will give instant stability issues or reboot.

yes it could if it is a low quality no name brand, most likely it cannot power the gpu at all if it is low quality or defective.

Can a GPU be too powerful for a CPU?

Overall it isn’t a big deal unless it’s such a huge performance gap that you need or should upgrade your gpu. What will happen is your gpu performance will hit it’s max and the cpu can still go further, but isn’t allowed to, most call it bottlenecking.
