Can toneri beat Madara?

Toneri is stronger than Madara because he is Otsutsuki and he can use Truth- Seeking Balls. no where does it actually Say Toneri was equal to Madara No where in fact he wasn’t even that difficult for Naruto to defeat. Toneri blitzes him and cuts him in half.
