Are luminance pencils oil or wax based?

According to Caran D’Ache, the Pablo is indeed an oil based pencil, whereas the Luminance is a wax and oil mix based pencil, which is why so many seem to think the Luminance are 100\% wax. In a way, this confusion, only highlights the excellence put into the crafting of these wonderful pencils.

Can you mix brands of colored pencils?

Technically, you can indeed mix professional-quality colored pencils with “normal” ones, in that they will blend together and you can layer one top of the other, etc – but you will be compromising the longevity of your colored pencil artwork.

Do oil based colored pencils blend?

This is true for a few reasons: they have richer color saturation, they are good at blending colors together, and the pigment doesn’t break down as quickly in them as it does with regular pencils. I have experimented with oil pencils for many years, using a variety of brands at a variety of price points.
