If you currently hold a tier 4 visa, you can switch to a tier 2 (general) visa if you have an eligible qualification, will complete your course in three months, or you’ve done at least 12 months of a Ph. In addition, dependant partners of those with a tier 4 visas can also apply.

There are no specific restrictions on getting married in the UK while you are on a valid Tier 4 study visa. Given that some marriages can take months to plan, if your study visa is due to expire before you can get married, you will either need to extend your study visa or apply for a spouse visa.
