Can you use ideal gas law for saturated vapor?

The ideal gas law strictly applies only to ideal gases, which do not condense to form a liquid. This means that there is no vapor pressure associated with ideal gases, which are used to represent real gases that are at a temperature that is very much higher than their condensation temperature.

When can you treat steam as ideal gas?

If the vapour is water under atmospheric pressure and something between 100ºC and 1000ºC then it can be fairly assumed as an ideal gas. It will escape that assumption at higher pressures.

Water does not form anything close to an ideal gas because of its hydrogen bonds. You have to heat water to 100 °C to make it boiling to overcome these bonds between molecules of liquid water. Molecules of water vapour interacts with each other as well, especially at high pressure.
