Can tenor sax play low A?

You can’t. The tenor sax only goes down to Bb (concert A flat or G#). When I used to play a Baritone Sax that didn’t have a low A key and I needed to go down a 1/2 step lower than it’s Bb (concert C# or Db) to a concert C I would put my foot in the bell to flat it the extra 1/2 step.

If you are completely unable to play the low octave, most likely there is a problem with your tecnique. High pressure on the reed and/or the lip resting too much on the back of the reed rather than the front will both cause it to vibrate at higher frequency. Playing with a reed which is too hard can cause that too.
