On a phone with Google Wallet, the Secure Element is enabled when the lock screen is displayed (in the logcat you will see NFC-EE ON ). However, NFC polling for tags is still turned off. It will only be turned on when you unlock the phone (logcat: NFC-C ON ). Both are turned off when the screen is turned off.
