Why does UPS deliver to access point?

For your convenience, rather than attempt to deliver the package the next day (at a similar time) and not find a person home to obtain a signature a second time, packages are rerouted to an access point so the consignee can pickup the package the next day (after 1pm) or up to 7 days after.
