Both are correct in structure. “is written” is present tense by in a passive form. It can be used in a sentence like this: “The book is written by a renounced author”.
Has been written meaning?
‘It has been written’ does not implies that it is not there anymore. It means that the process of writing something took place (and got completed) in the past. It may very much be still there.
Do everything or does everything?
“Which is correct, ‘lets he does everything’ or ‘lets he do everything’?” As has been pointed out by others, neither is correct in any context. If we are discussing something that allows a person to do everything, the correct form would be: “Lets *him* DO everything”.
