No, it is normal to have oil on the inside. If it is leaking the oring may be bad or the sensor broken. Camshaft position sensors are simple switches that turn on and off as magnet on or in the camshaft passes. There are no adjustments.

However the exterior part of the sensor, outside of the head, should not be covered in oil.
