Can anyone use the Force with training?

The short answer here is yes, non-Jedis can, and do, use the Force. When Obi-Wan Kenobi first introduces Luke to the Force in Episode IV, he describes the Force as “an energy field created by all living things.” The Force, then, is always present, whether Jedi are there or not.

Can non Force users learn the Force?

For the most part the answer is a resounding “no.” Blood transfusions and other attempts to introduce a Force-sensitive’s material into a non-Force-sensitive does not yield Force-sensitivity.

Can you develop Force-sensitivity?

Non-Force Users can indeed use a lightsaber. Han Solo did it, but didn’t fight with it. You need to Force to block blaster bolts with them because that requires being able to predict where a shot that moves at that high of a velocity will land.
